Why this work keeps being commissioned
The landlord owns the equipment. The tenant pays the bill it produces.
Social housing puts the two halves of a heating decision in different hands. A night storage heater gives out its heat on its own overnight-charge schedule rather than when the household wants it, and an old vented cylinder spends part of every day keeping itself warm — so the equipment the landlord owns sets the running costs the tenant carries.
Upgrading that equipment is one of the most direct things a landlord can do about those costs, which is why councils keep commissioning exactly this swap: modern high heat retention heating in place of old storage heaters, and compact heat battery hot water in place of ageing vented cylinders.
Our part is the whole delivery — survey and specification, removal and disposal of what is there, installation, testing and handover of what replaces it. One contractor, accountable for the lot.

What the manufacturer wrote about the New Forest upgrade
Sunamp published its own account of the New Forest District Council programme. In it, Sunamp reports that installs took around half a day per flat, that the heat batteries deliver hot water at mains pressure, and that they charge on off-peak electricity. Sunamp also describes what the upgrade replaced day-to-day:
Residents had been switching their old cylinders off to save money and boiling kettles for hot water instead.

You get a clear proposal setting out what we would install, why that specification, and what it costs. No pressure and no obligation to go ahead.

Removal and disposal
We take out the old system and dispose of it. Storage heaters are heavy, awkward and often full of decades of dust — that is our job, not yours.

Installation and handover
We install, test and then show you how to run it. Getting the controls right is most of the saving, so we do not leave until you know how to use them.
